How Norfolk Housing Supports Vulnerable Groups: Housing for Seniors, Families, and People with Disabilities

We work to tailor the way in which we add to our portfolio and maintain our units, to meet the specific needs of these groups. Our aim is to ensure that all residents can thrive in a supportive, welcoming community. 

Here are some of the ways that NHA prioritizes accessibility, fosters transparency, and maintains a diverse housing portfolio to support these – and all of our – residents. 

Prioritizing Semi-Accessible Units in New Developments and Upgrades 

As part of our ongoing commitment to inclusivity, Norfolk Housing prioritizes the creation of semi-accessible units in both new developments and major upgrades. These units are designed to accommodate a wide variety of needs, offering features that benefit seniors, people with mobility impairments, and those living with chronic health conditions. 

Semi-accessible units don’t require the full array of modifications needed for fully accessible living, but they provide crucial flexibility. Features such as lower countertops and grab bars make these homes more adaptable for residents with varying needs. We recognize that many people with disabilities may not require a fully accessible home, but small modifications can significantly improve their quality of life. 

But it’s not just the units that can make a difference. Having buildings with elevators, building ramps, fob entry, easy-to-use door handles and faucets, and even some ground floor units all contribute to ensuring we can serve a variety of people. 

Partnership with RAD to Make Units More Accessible 

To enhance accessibility further, Norfolk Housing works closely with Accessible Housing and their RAD program, with the mission to make residential and commercial spaces accessible for everyone. Through RAD, our residents have been able to make changes in their units in order to meet modern accessibility standards, creating safer, more comfortable, and appropriate living spaces for them. 

For example, the RAD program has enabled some residents to change out bathtubs, widen doorways, lower kitchen counter tops, install bars, and more, to be more accessible for individuals with mobility challenges. These improvements have helped ensure that no one is left behind, whether they require a wheelchair, walker, or other mobility aids. 

These upgrades not only benefit individuals with disabilities but also create homes that are safer and more comfortable for seniors and families, and NHA is able to use units with improved mobility for a long time into the future. The RAD program has proven to be an invaluable resource in ensuring that Norfolk Housing’s properties remain accessible to those who need it most. 

Strategic Location Choices for Easy Access to Amenities, Schools, Employment, and Transit 

At Norfolk Housing, we understand that accessible housing is about more than just the physical space — it’s about location. We prioritize buying purpose-built rentals and expanding our housing model in neighborhoods that provide easy access to essential amenities, schools, healthcare, and employment opportunities, as well as reliable transit. 

For families with children, being near good schools is a priority. Seniors benefit from being close to healthcare services, while individuals with disabilities rely on accessible public transit options. We work closely with local authorities to ensure that our communities are connected to transit networks that are accessible to everyone, from bus routes with wheelchair lifts to nearby train stations with ramps and elevators. 

By considering the full scope of residents’ needs — from work to school to medical care — Norfolk Housing ensures that our communities are not only physically accessible but also functionally connected to the broader community. This creates neighborhoods where everyone can live independently and thrive. 

Transparency in Operations to Foster Safety and Empower Residents

Maintaining and Increasing the Portfolio of 2- and 3- Bedroom Units 

Housing for families is an ongoing focus for Norfolk Housing. That’s why we are committed to maintaining and, when possible, expanding our portfolio of 2- and 3- bedroom units. These larger homes are essential for families who need space to grow, and for extended families who may be living together for economic or caregiving reasons. 

Having enough larger units ensures that families don’t have to compromise on space, which can lead to overcrowding or unnecessary stress. We understand that a home is more than just a place to sleep — it’s where families make memories, and where children need space to study, play, and grow. 

By maintaining and increasing the number of 2- and 3- bedroom units, NHA is ensuring that families continue to have access to safe, affordable homes that meet their needs. This commitment to larger units also reflects our understanding of the evolving dynamics of family life and the importance of providing stable housing options for families at all stages.
